उत्तराखंड राज्य में लगभग 20,000 से अधिक निराश्रित गौवंश हैं, जो सड़कों पर खुलेआम घूमते रहते हैं। ये गौवंश कई बार सड़क दुर्घटनाओं का कारण बनते हैं, जिससे न केवल लोगों का नुकसान होता है बल्कि इन बेजुबानों की भी जान जोखिम में पड़ जाती है। इस स्थिति को देखते हुए पशुओं के कल्याण के लिए जागरूकता फैलाना बेहद जरूरी है। यही कारण है कि हर साल 4 अक्टूबर को विश्व पशु दिवस मनाया जाता है, ताकि पशुओं के अधिकारों और उनके संरक्षण को लेकर लोगों में जागरूकता बढ़ाई जा सके।

1. कृष्णा धाम गौशाला: निराश्रित गौवंश का सहारा

देहरादून में स्थित कृष्णा धाम गौशाला पिछले 8 वर्षों से निराश्रित गौवंश और अन्य स्ट्रीट जानवरों की देखभाल में जुटी हुई है। यह गौशाला पशुओं की सेवा और उनके इलाज के लिए समर्पित है। रोजाना कृष्णा धाम गौशाला में 2-3 कॉल्स आती हैं, जिनमें लोग अपने पालतू जानवरों को छोड़ने की बात करते हैं। लोग अपने शौक के लिए डॉग्स और अन्य पालतू जानवर तो ले आते हैं, लेकिन बाद में जब इन्हें संभालना मुश्किल हो जाता है, तो उन्हें सड़कों पर छोड़ देते हैं। यह स्थिति न केवल अमानवीय है, बल्कि पशुओं के प्रति क्रूरता भी है। इसी प्रकार के मामलों के समाधान के लिए कृष्णा धाम गौशाला निरंतर काम कर रही है।

2. आठ सालों का रिकॉर्ड

कृष्णा धाम गौशाला की स्थापना वर्ष 2016 में हुई थी। तब से लेकर अब तक, यह गौशाला करीब 70,000 से 80,000 स्ट्रीट जानवरों का इलाज कर चुकी है। इसके साथ ही, लगभग 4,500 बड़े जानवरों, जिनमें गाय और बैल शामिल हैं, का भी उपचार किया गया है। वर्तमान में, कृष्णा धाम गौशाला के शेल्टर में लगभग 1800 से अधिक गौवंश रह रहे हैं। यह सभी गौवंश या तो घायल हैं या बीमार हैं, जिनका इलाज किया जा रहा है।

3. गौवंश पर क्रूरता के मामले – Save Cows in Uttarakhand

हाल ही में देहरादून के माजरी क्षेत्र से एक मामला सामने आया था, जिसमें एक गाय और उसके बछड़े को खेत में चरने के कारण खेत के मालिक ने उन पर तेजाब डाल दिया। इस घटना से गाय गंभीर रूप से झुलस गई और बछड़ा भी घायल हो गया। ऐसे क्रूरता के मामले समाज की संवेदनहीनता को दर्शाते हैं।

एक और घटना बड़ोंवाला क्षेत्र से सामने आई थी, जहां तीन गायों को एक मजदूर ने खाली प्लॉट में पाल रखा था। इससे आसपास के लोग परेशान हो गए और उन्होंने उस स्थान पर आग लगा दी, जहां गायें बंधी हुई थीं। इस घटना में तीनों गायें झुलस गईं, जिनमें से एक की मौके पर ही मौत हो गई। बाकी दो गायें गर्भवती थीं और इलाज के दौरान उनकी भी मौत हो गई।

4. पशु क्रूरता निवारण अधिनियम 1960

पीपुल फॉर एनिमल्स की ट्रस्टी गौरी मौलेखी ने बताया कि पशु क्रूरता निवारण अधिनियम 1960 के अनुसार, अगर कोई व्यक्ति किसी पशु के साथ क्रूरता करता है तो उस पर 50 से 100 रुपए तक का जुर्माना या 3 महीने की सजा हो सकती है। हालांकि, वर्तमान समय में यह सजा बिल्कुल न के बराबर है और इसे संशोधित करने की आवश्यकता है। गौरी मौलेखी ने बताया कि 140 सांसदों ने प्रधानमंत्री नरेंद्र मोदी को पत्र लिखा है, जिसमें इस अधिनियम में संशोधन कर सजा का प्रावधान बढ़ाने की मांग की गई है। फिलहाल, यह मामला संसद में विचाराधीन है।

5. गौशाला में निराश्रित गौवंश का सहारा – Save Cows in Uttarakhand
